WELCOME TO MOUNTAIN SPRINGS RANCH!

The Board of Directors of Mountain Springs Ranch Property Owners Association (POA) and our management company, Association Management Services (AMS), would like to welcome you to the Ranch!

Property Owners Association:
The Mountain Springs Ranch POA is a non-profit organization which maintains the ranch common properties and facilities.  These include the pool complex, public rights of way and easements not owned by Comal County, gates and landscaped areas at Ranch entrances and any associated sprinkler systems, and an 85 Acre Preserve.  It will include any facility, wall, fence or safety feature developed in the future on common property.

Responsibilities of the POA also include managing contractors, providing services, collecting assessments, making disbursements, establishing the annual budget, keeping financial records, and maintaining all administrative records.  The POA, through the Architectural Control Committee (ACC), also reviews construction and landscaping plans for compliance with Ranch Site Design Guidelines. 

The current Board of Directors of the POA was appointed by Bluegreen as it officially transferred responsibility for Mountain Springs Ranch to the POA on November 6, 2006.  The directors are Greg Anderson, President; Mary Lu Zellers, Secretary; Julia Roth, Treasurer.  Each board member owns property in a different neighborhood.

Offices
The POA offices are managed by AMS and are located at 1600 NE Loop 410, Suite #202, San Antonio, Texas 78209, phone: 210 829 7202.  We are open Monday through Friday from 8:00 a.m. to 6:00 p.m.  To visit, take Loop 410 going East of Hwy 281 and exit at Harry Wurzbach.  Continue along 410 on the frontage road until you reach a two story terra cotta building with "Association Management Services@ on the front.  This is the office of our management company and the mailing address for the POA.  Steve Brown is our management company Property Manager.

Annual Assessment
Every property owner is a member of the POA and shares a portion of the responsibility for its support.  The current POA assessments are $300 per year per lot.  Owners of two or more lots will pay no more than twice the annual amount for one lot, or currently $600.  Property owners in the gated communities, The Vistas, The Estates, The Ridge, and The Hills pay an additional $300 per year per lot owned for gated entrance maintenance, and private road maintenance and repair.  Roads in the non gated areas, The Highlands, The Oaks (formerly Unit One), The Bluffs, and The Uplands are owned and maintained by Comal County.

Your POA annual assessment is due in January of each year and will be considered delinquent by January 31st.  Please make payments to the POA at the address noted above indicating your lot number and Mountain Springs Ranch on your check.  Call the office for other payment options.


Covenants, Site Design Guidelines, Supplemental Amendments for each Neighborhood
To ensure that Mountain Springs Ranch develops in a way that the documents you signed at closing envisioned, and to enhance long term property values, every property owner must comply with the Mountain Springs Ranch Declaration of Covenants, Conditions and Restrictions, as well as Site Design Guidelines and Supplemental Amendments for each neighborhood.  If for some reason you did not receive a copy of any of these documents, please contact your title company and request a copy.  In our experience, most violations occur because owners, architects, designers, builders and subcontractors are unaware of the guidelines, or the guidelines were not communicated.  On site reviews already have begun.

Architectural Control Committee Approval
For new construction, new landscaping and/or any exterior improvements to your home, the Architectural Control Committee (ACC) must approve your plans before work may commence.  Please submit your plans, in accordance with the ACC requirements as set out in the Architectural and Site Design Guidelines, to the ACC at the POA address above and allow 30 days for the review process.  Landscaping must be installed within 90 days of completion of construction.

An "Improvement" is defined as any addition or change to the existing property.  Examples are changes to landscaping, fences, pool, patio, deck, or the exterior colors of your home or the addition of a flagpole, basketball goals or backboards, athletic equipment, backyard sheds, gazebos, swing sets; garbage cans; wood piles; window air-conditioning units or fans; solar panels; antennas; satellite dishes; walls; dog runs; animal pens; fences, including invisible fences; artificial vegetation or sculpture; etc. Please refer to Articles 9 and 10 of the "Declaration of Covenants, Conditions and Restrictions" and the "Architectural and Site Design Guidelines" for more details and information.

Landscaping
It is the owner's responsibility to provide adequate planting and landscaping for his/her property in accordance with the Architectural and Site Design Guidelines and supplemental Covenants specific to each neighborhood. Landscaping plans must be submitted to the Architectural Control Committee for approval prior to commencing any work. Landscaping for new construction must be submitted to the Architectural Control Committee 30 days prior to completion of home construction and landscaping must be installed within 90 days of completion of construction.
Property owners are encouraged to review Section 9.4 of the Covenants prior to developing plans.

Mail Delivery
Delivery is made Monday through Saturday.  Boxes are assigned by the Canyon Lake Post Office. Please call (830) 964-4100 to establish mail delivery for your residence.  The zip code for your area is 78133.

Garbage Services
Garbage collection services are provided by IESI.  You may set up service by calling them directly at (800) 581-5825.
It can take up to six (6) weeks to get garbage service established.  For those of you building new homes, you may want to consider contacting the IESI (800-581-5825) at least six weeks before you plan to move in. Mountain Springs Ranch Covenants Section 10.12 states “All garbage cans shall be located or screened so as to be concealed from view of neighboring streets and property.”

Fire Protection

Recreational Facilities
The common recreational facilities are for the use of all Mountain Springs Ranch property owners.  The facilities include a community swimming pool complex,  pavilion with picnic tables and grill, playground area,  and a nature preserve with walking trails and a small pond.  The preserve has picnic tables and grills near the pool complex  and near the headwaters of our springs for you to enjoy,  Restrooms are available in the pool area. The Nature Preserve is an area reserved for the enjoyment of our property owners and is restricted to non-motorized traffic.

Security
Mountain Springs Ranch Security. Mountain springs Ranch is being protected by Police Patrol.  John Millikin is a retired San Antonio detective and his daughter, Karen Switzer, is a commissioned police officer in Balcones Heights.  They patrol every day at random hours in unmarked vehicles.  Officer Switzer can offer you security tips for your home and even assess your home for security measures that can pay off in lower insurance premiums.  Their contact information is: John Millikin 210-663-3598 & Karen Switzer 210-445-5818  OR msrsecurity@gvtc.com

If you plan to leave town, you should complete the Out of Town Notification and send it to Association Management by fax (210) 829-5207 or e-mail one week prior to departure so that our security patrol will know what to expect and watch for in your absence.

Signs
Sign guidelines as described in the Mountain Springs Ranch Covenants, Conditions and Restrictions will be enforced.  Please inform your contractor or supplier that any other signs are prohibited and will be removed.

Campers, Trucks, Boats and Recreational Vehicles
Campers, trucks, boats, trailers and recreational vehicles may not be kept on any Lot unless they are fully enclosed within the garage located on such Lot and/or screened from view by a screening structure or fencing approved by the ACC.

Pets
Pets may not be allowed to run loose.  If you walk your animals in the common areas, please pick up any pet waste and dispose of it properly.

Pool Complex
The Mountain Springs Ranch Pool Complex is open from March 31 to September 30 from 10:00 a.m. to 10:00 p.m daily. The Association reserves the right to close the pool at any time for emergency or repair.  For pool use guidelines, please read the Recreational Facilities Handbook. Property Owners may contact Association Management Services at 210-829-7202 to lease the Sports Pool for private parties. 

Recycling
Recyclables may be taken to  the Comal County Recycling Center at 4755 State Hwy 46 Tuesday through Saturday or at one of the portable locations at designated times during the week.  For recycling guidelines and hours of operation, visit the Comal County Website or call 830-620-1394.  http://www.co.comal.tx.us/REC.htm
